David Pottier was appointed Assistant Secretary and Chief Financial Officer of MassDOT in February, 2016. Prior to joining MassDOT, Mr. Pottier was Manager of Financial Reporting, Budget Manager, and Budget Officer for Massachusetts
Housing Finance Agency (MassHousing), and was formerly the Deputy Director of Fiscal Affairs for the Cambridge Housing Authority. Mr. Pottier holds an M.B.A. and a B.A. from Boston University.
Beth has worked for the Transportation Department for over 35 years. Beth has heldseveral positions in the Department from the Director of Accounting to the Director of Audit Operations and was appointed the Director of Revenue and Debt Management in September, 2011. Beth holds a Bachelor of Science degree in Accountancy from Bentley University.
Kathy Doyle has over twenty (20) years of experience as a financial analyst at MassDOT and hasassisted in leading over five significant bond issuances. She actively oversees the debt profile for over $1.7 billion in Metropolitan Highway System, “(MHS)” Bonds and manages over $300 million in trustee held funds. Here, she incorporates long and short-range investment strategies to coincide with over $100 million in annual debt service obligations. Additionally, she interfaces with the Office of Real Estate and Development and coordinates managing over $4 million in funds and assists in fulfilling agreement requirements for several future real estate matters. Her past government and transportation experience was initiated when she served in two challenging roles on Central Artery/Ted Williams Tunnel Project. [Big Dig]. She earned her BS from Bentley University and her MBA from Suffolk University.
